I’m confused about the rules of “denying election results” and questioning the outcome of elections.

I’m confused about the rules of “denying election results” and questioning the outcome of elections. I might be reading too much into this but when someone calls a POTUS an “illegitimate president” and suggested that “he knows” that he stole the 2016 presidential election, it sounds a little like questioning the integrity of our elections and institutions. I COULD BE WRONG! Any guidance that a Democrat can provide would be greatly appreciated.

Clinton also predicted Trump would lose in 2020 because “there were many funny things that happened in my election that will not happen again.”
