If the Biden administration would have stepped up then; how many lives would have been saved? It was starling when Russia invaded Ukraine. How come nothing proactively was done during “the largest buildup of troops near the Ukrainian border since 2014”? Putin had a healthy fear of NATO and the USA under Trump.
Again CNN rushing to conclusions, spreading misinformation. This article also cites the Russian state news agency (TASS). This article continues to point out increased “firepower”, troops and aggressive maneuvers I hate to say this but I would love to have a conversation about, is how much aggression and troop buildup is an act of war.

Last week, the Ukrainian President met in Paris with French President Emmanuel Macron and German Chancellor Angela Merkel -- who joined via video link -- to discuss the deteriorating security situation in eastern Ukraine and the occupation of Ukrainian territories. The three leaders ended their meeting calling on Russia to withdraw extra troops amassed on the Ukrainian border.
